Festa degli alberi: ogni neonato avra’ il suo
Un nuovo albero per ogni nuovo nato, ai genitori verrà notificato dove si trova la nuova pianta, che insieme a tutte le altre sarà festeggiata il 21 novembre. Approvato all’unanimità dal Senato il ddl sulla festa degli alberi passa ora al vaglio della camera
Ogni neonato ne avrà uno ’suo’ e il 21 novembre una Giornata nazionale li celebrerà: sono gli alberi, al centro del ddl del ministro dell’Ambiente Stefania Prestigiacomo in favore dello sviluppo degli spazi verdi urbani, che l’aula del Senato ha approvato all’unanimità. Il provvedimento, che passa ora all’esame della Camera, istituisce appunto la "Giornata nazionale degli alberi" per il 21 novembre: viene infatti abrogata e sostituita la ’Festa degli Alberi’ che istituì Mussolini il 30 settembre 1923.
Secondo il ddl, i comuni dovranno poi mettere a dimora un albero per ogni neonato residente, notificando a chi ha fatto la registrazione anagrafica, entro tre mesi dalla nascita di un bambino o di una bambina, le indicazioni sul luogo esatto dove è stato piantato l’albero dedicato al neonato. Lo stesso obbligo vale anche per i bambini adottati
Si introduce inoltre una detrazione dell’imposta per le spese documentate, sostenute fino al 31 dicembre 2011, relative ad interventi su edifici esistenti, parti di edifici esistenti, unità immobiliari o recinzioni, riguardanti tetti, coperture o pareti esterne e rappresentate dalla realizzazione del verde pensile e delle pareti rinverdite.
Il ddl contiene anche disposizioni per la tutela e la salvaguardia degli alberi secolari, dei filari e delle alberate di particolare pregio paesaggistico, monumentale, storico e culturale. Un decreto interministeriale istituirà l’elenco degli alberi monumentali d’Italia, alla cui gestione provvede il Corpo forestale dello Stato. E’ prevista una sanzione amministrativa da 5.000 a 100.000 euro per l’abbattimento o il danneggiamento di alberi monumentali.
